Data center construction is accelerating across the United States.

But the projects that matter most to contractors are not always the biggest announcements.

The best opportunities are often the ones where the site is committed, the capital is moving, the power is taking shape, and the construction team is still being assembled.

That is where DCCR focuses.

Every week, we follow the chain:

PROJECT → OWNER → DEVELOPER → GC/CM → PROCUREMENT → TRADE PARTNERS → BID WINDOW → NEXT MOVE

This week, one North Dallas development stands out because nearly every major construction relationship remains publicly unresolved.

And a $1.7 billion data-center builder just became independent.

THE CONTRACTOR BRIEF

NORTH DALLAS: Northampton Capital Partners and Provident Data Centers have formed a joint venture for a 54MW critical-capacity project scheduled for late-2027 delivery. The exact site and major construction team remain undisclosed. That creates an early-positioning opportunity.

NEVADA: Fleet Data Centers is actively building Peru Ridge and South Valley while managing an OFCI procurement model that directly connects owner procurement, OEMs, the GC, engineering, and commissioning.

TEXAS: EdgeConneX has filed four additional Cedar Creek buildings, each carrying a $700 million construction estimate. Two are scheduled to start in September 2026 and two in October 2026.

GEORGIA: OpenAI is planning Project Camellia in Effingham County with 3.2GW of contracted Georgia Power capacity delivered between 2028 and 2032.

WEST VIRGINIA: Nscale’s Monarch campus is planned for 1.35GW in Phase 1 with an expansion path beyond 8GW and more than $20 billion in planned investment.

WHO’S GETTING THE WORK: T5 Construction is now EverOn Data Center Services, an independent data-center GC with $1.7 billion in 2025 revenue and a national mission-critical footprint.

8 LEADS THIS WEEK

These are not simply eight data-center announcements.

They are eight developments where contractors should be watching the construction chain.

LEAD 01 | NORTHAMPTON + PROVIDENT

North Dallas Corridor, Texas

DCCR OPPORTUNITY SCORE: 95/100

Bid Window: 🟢 POSITION NOW

Capital Partner: Northampton Capital Partners
Developer: Provident Data Centers
Critical Capacity: 54MW
Site Capacity: 74MW
Target Delivery: Late 2027
Use Case: AI / inference-ready
Exact Site: ❓ UNDISCLOSED
GC: ❓ UNRESOLVED
Architect/Engineer: ❓ UNRESOLVED
Electrical: ❓ UNRESOLVED
Mechanical: ❓ UNRESOLVED

Northampton and Provident have created a joint venture to deliver a next-generation turnkey data center in the North Dallas Corridor.

The facility is planned for 54MW of critical capacity on a 74MW site and is targeted to come online in late 2027.

The companies have also established a framework to pursue additional inference-ready projects across the United States.

WHY CONTRACTORS SHOULD CARE

The project is far enough along to have:

A formed JV
Defined capacity
A delivery target
A site power envelope
Financial and legal advisers

But the construction chain is still largely invisible publicly.

That creates one of the most interesting early-positioning windows DCCR is currently tracking.

POTENTIAL OPPORTUNITY AREAS

Civil & Sitework | Concrete | Structural | Electrical | Mechanical | Cooling | Controls | Fire Protection | Low Voltage | Commissioning | Logistics | Construction Support

These are areas to monitor, not confirmed open packages.

NEXT MOVE

Position around Provident now.

Provident is the developer and therefore the more likely contractor-facing entity. Contractors should monitor Provident’s North Texas development activity, local permitting, utility filings, and eventual GC assignment rather than waiting for the project to break ground.

DCCR TAKE: VERY EARLY / HIGH POSITIONING VALUE

LEAD 02 | FLEET DATA CENTERS

Peru Ridge + South Valley, Nevada

DCCR OPPORTUNITY SCORE: 94/100

Bid Window: 🟡 ACTIVE PROCUREMENT / CONSTRUCTION

Developer/Operator: Fleet Data Centers
Land Platform: Tract
Location: Tahoe Reno Industrial Center / Storey County
Stage: Under construction
Utility: NV Energy

Procurement Model: OFCI

Fleet is actively developing its Peru Ridge and South Valley campuses in Northern Nevada.

Tract currently lists Peru Ridge at 517 acres and 230MW, while South Valley is listed at 1,534 acres and 1,215MW of broader site potential.

Fleet has also filed for temporary behind-the-meter power to accelerate delivery while NV Energy scales permanent service. Public reporting puts proposed temporary generation at roughly 218MW at Peru Ridge and 144MW at South Valley.

THE PROCUREMENT CLUE

Fleet is currently recruiting an onsite Equipment Supply Chain Procurement Site Leader specifically for Peru Ridge or South Valley.

The role manages owner-furnished, contractor-installed equipment from purchase order through commissioning and coordinates:

Central procurement
OEM field technicians
Engineering
The GC
Commissioning teams

The posting specifically references UPS, MV/LV switchgear, generators, transformers, busway, and cooling systems.

That tells us something important:

Major equipment integration and commissioning coordination are actively underway.

POTENTIAL OPPORTUNITY AREAS

Electrical | Switchgear | Generators | Transformers | Busway | Cooling | OEM Support | Logistics | Cranes & Rigging | Commissioning | Site Readiness | Construction Support

NEXT MOVE

Companies supplying or installing mission-critical equipment should watch Fleet’s procurement and OFCI ecosystem, not just the eventual GC.

DCCR TAKE: ACTIVE / HIGH PROCUREMENT INTELLIGENCE

LEAD 03 | EDGECONNEX CEDAR CREEK

Bastrop County, Texas

DCCR OPPORTUNITY SCORE: 94/100

Bid Window: 🟡 ACTIVE / NEAR TERM

EdgeConneX has filed four additional major buildings in Cedar Creek.

EDCAUS31 — $700M | 577,000 sq. ft.
EDCAUS32 — $700M | 577,000 sq. ft.

EDCAUS14 — $700M | 730,000 sq. ft.
Construction target: September 2026–March 2029.

EdgeConneX’s footprint in Bastrop County could eventually exceed a dozen buildings, and part of the capacity is tied to CoreWeave.

WHY CONTRACTORS SHOULD CARE

This is no longer a speculative campus.

Construction windows are arriving now.

Four $700 million filings in one market indicate a deep multi-year subcontracting runway.

UNRESOLVED

GC
Major electrical contractor
Mechanical contractor
Civil contractor
Commissioning team

NEXT MOVE

Contractors should monitor Texas filings and EdgeConneX’s local ecosystem aggressively because the construction dates indicate major packages should already be moving through preconstruction and procurement.

DCCR TAKE: HIGH PRIORITY / PROCUREMENT WINDOW OPENING

LEAD 04 | OPENAI PROJECT CAMELLIA

Effingham County, Georgia

DCCR OPPORTUNITY SCORE: 92/100

Bid Window: 🟢 EARLY POSITIONING

Developer: OpenAI
Location: Savannah Gateway Industrial Hub
Power: 3.2GW
Power Delivery: 2028–2032
Stage: Long-term development / design

OpenAI is designing and developing Project Camellia in Effingham County.

The company has contracted with Georgia Power for 3.2GW, scheduled to be delivered in phases from 2028 through 2032.

The development is planned within the Savannah Gateway Industrial Hub.

WHY CONTRACTORS SHOULD CARE

3.2GW is not a single-building opportunity.

This is a long-runway infrastructure program likely to generate work across:

Civil | Grading | Substations | Transmission | Electrical | Mechanical | Cooling | Water Infrastructure | Fiber | Security | Commissioning | Environmental | Construction Support

NEXT MOVE

Georgia contractors should begin tracking Project Camellia before the primary GC/EPC and trade ecosystem becomes fully established.

DCCR TAKE: MEGAPROJECT WATCH

LEAD 05 | NSCALE MONARCH

Mason County, West Virginia

DCCR OPPORTUNITY SCORE: 93/100

Bid Window: 🟢 POSITION NOW

Developer: Nscale
Phase 1: 1.35GW
Potential Campus Capacity: 8GW+
Land: 2,250+ acres
Planned Capital Investment: $20B+
Target Phase 1 Delivery: Early 2028
Technology Partners: NVIDIA | Caterpillar

Nscale’s Monarch Compute Campus is one of the largest AI infrastructure projects under development in the United States.

The company says Phase 1 is engineered for 1.35GW of AI compute with an expansion path beyond 8GW.

Nscale is developing the site with NVIDIA and Caterpillar and describes Monarch as the first state-certified AI microgrid in the United States.

WHY CONTRACTORS SHOULD CARE

Monarch combines two massive construction categories:

Data centers + onsite power generation

That creates opportunity across both mission-critical construction and energy infrastructure.

POTENTIAL OPPORTUNITY AREAS

Generation | Gas Infrastructure | Electrical | Substations | Civil | Concrete | Mechanical | Cooling | Structural | Fiber | Commissioning | Logistics

NEXT MOVE

Track the power-generation and data-center contracting chains separately. This project is large enough that multiple EPC, GC, and specialty contractor relationships are likely.

DCCR TAKE: HIGH PRIORITY / EARLY MEGAPROJECT

LEAD 06 | AWS SHREVEPORT

Shreveport, Louisiana

DCCR OPPORTUNITY SCORE: 90/100

Bid Window: 🟢 POSITION / PRECONSTRUCTION

Owner/User: Amazon
New Investment: $6B
Regional Total: $18B
Location: Resilient Technology Park
Land: 313 acres
Stage: New campus development

Amazon announced another $6 billion data-center investment in northwest Louisiana, bringing its total regional commitment to $18 billion.

The new campus will be located at Resilient Technology Park in Shreveport.

WHY CONTRACTORS SHOULD CARE

This is a new campus rather than a completed expansion.

That means the full downstream construction ecosystem remains worth tracking.

NEXT MOVE

Louisiana contractors should watch Amazon’s established regional development partners and procurement channels as the Shreveport campus advances from announcement into preconstruction.

DCCR TAKE: HIGH PRIORITY / NEW CAMPUS

LEAD 07 | RUM GROUP / QUAKE AI

Maysville, Georgia

DCCR OPPORTUNITY SCORE: 88/100

Bid Window: 🟢 POSITION NOW

Owner: RUM Group / Quake AI
Location: Maysville, Georgia
Stage: Under development
Previously stated capacity: Up to 180MW at completion
Broader Quake AI Capacity Target: Approximately 250MW unmonetized capacity targeted for 2027

An SEC filing confirms that a U.S.-based cloud customer entered into a commercial agreement for GPU services at RUM Group’s Maysville site currently under development.

Earlier Northern Data transaction materials described Maysville as capable of reaching up to 180MW when completed.

RUM Group also says Quake AI has approximately 250MW of unmonetized capacity targeted for 2027 across its infrastructure portfolio.

WHY CONTRACTORS SHOULD CARE

Commercial demand is increasingly visible, but the major construction chain remains opaque publicly.

That combination makes Maysville worth watching.

NEXT MOVE

Georgia contractors should monitor county permits, electrical infrastructure, and RUM/Quake procurement developments before waiting for a formal GC announcement.

DCCR TAKE: COMMERCIAL CERTAINTY RISING / CONSTRUCTION VISIBILITY LOW

LEAD 08 | BITDEER ROCKDALE

Milam County, Texas

DCCR OPPORTUNITY SCORE: 86/100

Bid Window: 🟢 EARLY POSITIONING

Owner: Bitdeer
New Land: 200 acres
Acquisition Price: Approximately $100M
Existing Interconnected Capacity: 563MW
Planned Scale: Approximately 742MW
Use: AI/HPC + colocation

Bitdeer acquired approximately 200 acres near its existing Rockdale facility for around $100 million.

The company says the land gives it the site control needed to develop and finance AI/HPC data-center infrastructure.

The Milam County sites already have approximately 563MW of interconnected grid capacity and existing plans that could increase that to roughly 742MW.

Bitdeer separately identifies another 179MW of Rockdale capacity as “In Planning” for crypto, colocation, or AI Cloud.

NEXT MOVE

Track new land development filings, utility work, design appointments, and eventual AI/HPC construction packages.

DCCR TAKE: EARLY LAND + POWER POSITIONING

BID WINDOW

WHERE SHOULD CONTRACTORS BE POSITIONING NOW?

DCCR TAKE: Northampton/Provident stands out this week because the project has enough certainty to be credible while the construction team remains largely unresolved. That's the kind of window where early positioning can matter.

OPPORTUNITY OF THE WEEK

NORTHAMPTON CAPITAL + PROVIDENT DATA CENTERS

NORTH DALLAS CORRIDOR, TEXAS

DCCR OPPORTUNITY SCORE: 95/100

Bid Window: 🟢 POSITION NOW

Capital Partner: Northampton Capital Partners
Developer: Provident Data Centers
Critical Capacity: 54MW
Site Power: 74MW
Target Delivery: Late 2027
Exact Location: Undisclosed
GC: Unresolved
Major Trades: Unresolved

Northampton Capital Partners and Provident Data Centers have formed a joint venture to develop a 54MW critical-capacity project in North Dallas.

The project is being positioned for AI and inference workloads and is expected to come online in late 2027.

WHY THIS PROJECT MATTERS

Most data center headlines arrive after the construction ecosystem is already visible.

This one is different.

The JV is formed.

The target delivery date is public.

Capacity is defined.

The broader capital relationship is established.

But the exact parcel, GC, engineer, and major trade partners have not yet been publicly identified.

That is exactly the stage where early positioning can matter most.

PROCUREMENT INTELLIGENCE

The current public record does not yet identify a formal contractor bid route.

That does not mean there is no procurement activity.

It means DCCR has not verified one yet.

NEXT MOVE

Do not wait for the groundbreaking.

Contractors pursuing North Texas mission-critical work should begin tracking Provident’s development ecosystem now.

The key trigger DCCR is watching:

Exact site → permit filing → design team → GC assignment → subcontractor pathway

DCCR TAKE: HIGH EARLY-POSITIONING VALUE

WHO'S GETTING THE WORK?

EVERON DATA CENTER SERVICES

A major data-center general contractor just became independent.

T5 Construction separated from T5 Data Centers on September 1 and rebranded as EverOn Data Center Services.

This is not a startup.

The business grew from $87 million in annual revenue in 2021 to $1.7 billion in 2025, with 83% of 2025 revenue coming from third-party construction projects.

EverOn says its team has delivered:

260+ projects
12M+ square feet
Nationwide U.S. construction experience

Its capabilities include:

Ground-Up Campuses | Data Hall Fit-Outs | Retrofits | Design-Build | Large-Load Equipment Procurement | Commissioning Oversight | QA/QC | Owner Advisory | Preconstruction

WHY SUBCONTRACTORS SHOULD CARE

EverOn’s independence matters because the organization is no longer simply viewed as the internal construction arm of T5.

Its revenue mix already shows that third-party work has become the dominant business.

That makes EverOn a company DCCR will now track permanently for:

New project awards
Geographic expansion
Vendor/prequalification routes
Procurement staff
Trade opportunities
Mission-critical hiring signals

NEXT MOVE

If your company performs electrical, mechanical, controls, commissioning, civil, structural, fire protection, equipment installation, logistics, or construction support, add EverOn to your GC target list.

DCCR TAKE: PERMANENT GC WATCHLIST

POWER WATCH

THE POWER PLANT IS BECOMING PART OF THE DATA CENTER PACKAGE

Fleet Data Centers illustrates a growing trend contractors cannot ignore.

Temporary or onsite generation is increasingly becoming part of the data-center construction scope.

At Peru Ridge and South Valley, temporary behind-the-meter generation is being used to bridge the gap until utility service reaches full scale.

At Monarch, Nscale is integrating a massive AI campus with onsite microgrid generation involving Caterpillar.

For contractors, that means the addressable opportunity is expanding beyond the building shell.

Generation
Fuel systems
Substations
Switchgear
Transformers
Controls
Electrical balance-of-plant
Commissioning

The data center and the power plant are increasingly part of the same construction intelligence problem.

DCCR EVIDENCE STANDARD

PROJECT RADAR

Projects not yet mature enough for full Lead Card treatment but worth tracking:

SB Energy — Texas former 3M campus
New redevelopment activity reportedly involving roughly $1 billion. DCCR is investigating ownership structure, exact scope, power, and construction team before promoting it to a primary lead.

Additional Northampton / Provident sites
The JV explicitly includes a framework for future inference-ready U.S. projects.

Bitdeer U.S. AI conversions
Rockdale is part of a larger Bitdeer transition toward colocation and AI infrastructure across several U.S. locations.

WHY DCCR EXISTS

A project announcement tells you something is being built.

That is only the first question.

Contractors need to know:

Who controls the work?

Which firms already have awards?

Where is procurement happening?

Which packages may still be available?

When is it too early?

When is it too late?

What should I do next?

DCCR is building the intelligence layer between a project announcement and a contractor opportunity.

PROJECT → OWNER → DEVELOPER → GC → PROCUREMENT → TRADE PARTNERS → BID WINDOW → NEXT MOVE
